Delegated Municipality for Commercial Plan Review
The City of Manitowoc, has partnered with E-Plan Exam and is recognized by the Wisconsin Department of Professional Services (DSPS) as a Delegated Municipality for Commercial Plan Review. E-Plan Exam provides:
- 15 business day turnaround upon the receipt of all required paperwork and fees
- Online submission portal and payment options
- Expedited priority plan review option available
- Full scale delegation for plan review of unlimited-sized structures for Building, HVAC, Plumbing, Fire Alarm, and Fire Suppression.

- One hard copy of the approved plan set and letter shall be submitted to the City of Manitowoc Building Inspection department when applying for a permit.
- New construction is less than 5,000 SF
- Alterations are less than 10,000 SF

Prior to permit issuance, new development and redevelopment projects may be subject to the following: site plan review, erosion control, stormwater management, and downtown design approvals where applicable.
