In the State of Wisconsin a "Short-Term Rental" is also called a "Tourist Rooming House (TRH)."
Per ATCP 134.02(14), a "tourist or transient" is defined to mean: tourists or other persons who occupy a dwelling unit for less than 60 days while traveling away from their permanent place of residence. If the stay exceeds 60 or more days than that person(s) is now a tenant and no longer fits the scope of ATCP 72.

Prior to offering short term rentals to visitors, owners and operators are required to contact the Manitowoc County Health Department, who is an agent for the Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP), to obtain:
- A Pre-licensing inspection
- A Tourist Rooming House (TRH) license

Short-term rentals are a permitted use in the following zoning districts:

Please contact the City of Manitowoc Finance Department at (920)686-6960 regarding Room Tax requirements. As authorized by Wis. Stat. § 66.0615, the governing body of a municipality may enact an ordinance, imposing a tax on the sales price from selling or furnishing, at retail, except sales for resale, rooms or lodging to transients by hotelkeepers, motel operators, marketplace providers, owners of short-term rentals, and other persons or retailers selling or furnishing accommodations that are available to the public, irrespective of whether membership is required for use of the accommodations.
